When the interface becomes the authority
IW asks whether an information interface can begin by serving an authority and later shape what that authority is able to know. The proposed chain is access, selection, interpretation and dependency. The institution may remain formally in command while the interface narrows its view.
Investigative question: Can records show the interface withholding information, surviving leadership changes and influencing later decisions?
Evidence test and competing explanation
Test: Date each instruction, withheld record, leadership transition and decision. Compare the formal mandate with what the decision-maker actually received.
Counter-reading: Secrecy, specialization and incomplete records can resemble deliberate control. Distinguish unauthorized withholding from ordinary compartmentalization.
